Rosemary M. Heard

Rosemary Heard’s background includes 22 years as a real estate professional in the fields of architecture, real estate development, and asset management for both publicly and privately held for-profit organizations, as well as not-for-profit enterprises.

Rosemary has served as the President and Chief Executive Officer of CATCH Neighborhood Housing since 2007. Under her leadership, CATCH’s portfolio of affordable rental apartments has tripled, along with the elevation of CATCH from a strong to exemplary-rated organization by NeighborWorks America.

Rosemary completed the Achieving Excellence in Community Development Program at the Kennedy School of Government at Harvard University  in 2013. During the program, Rosemary was bestowed with the honorary title of Bank of America Fellow.

Rosemary has extensive experience serving on boards and committees, and currently serves as the Vice Chair of the Federal Home Loan Bank of Boston Advisory Council (having previously served in both the capacity as Chair and Vice Chair), Chair of the City of Concord Municipal Housing Commission, the City of Concord Sears Block Tax Increment Financing Committee, and the Board of Directors and Finance Committee for the Northern New England Housing Investment Fund.

In addition, Rosemary serves on the National NeighborWorks Association Public Policy Committee along with the Greater Concord Chamber of Commerce Local Government Affairs Committee.

Chief Financial Officer

Kathy Kittle brings experience from a variety of industries with proven expertise in GAAP for both privately held and non-profit entities. Her strengths include strategic planning, critical thinking, effective negotiating, financial management and analysis, budgeting, auditing and internal controls. She also brings vast experience in policy and procedure development, system reviews, and streamlining processes with emphasis on reduction of costs and enhanced customer service to constituents through modifications of procedures.

Kathy is proficient at utilizing a coaching and mentoring leadership style of management to develop and maintain a skilled and high performing team. Having previously served as the Vice President/Corporate Controller for Easter Seals New Hampshire, Kathy understands all aspects of financial management of multi-state and multi-entity, non-profit organizations including financial statements, development and presentation of board fiscal packages, external reporting including cost and rate setting reporting, government grant and contract reporting, organizational budget, cash management, investment and endowment management, financial compliance and regulatory audits, and general ledger integrity.

Director of Compliance/Principal Broker

Kelly Roy brings over five years of experience in dealing with property management and LIHTC compliance. She started her career as an Assistant Manager for one of the largest LIHTC property management companies in Manchester, NH.

Kelly advanced quickly to become a Property Manager where she assisted with the operations of over 300 units including the complete lease-up of two brand new properties. Having worked for MB Management for over three years and assisting in the management of the CATCH Neighborhood Housing portfolio, Kelly brings extensive experience in LIHTC compliance for 250+ units in the Greater Concord area.

Her work has received public recognition and accolades from auditing agents. Kelly currently holds her C10P (Certified Credit Compliance Professional) Certification in the LIHTC compliance, is a licensed Real Estate Broker and has held her Real Estate Salesperson License in New Hampshire for over five years.

Marcia Franklin

Marcia M. Franklin
Director of Operations and Business Development

Marcia M. Franklin brings over 16 years of experience in property management and rental experience. She has a background in HUD-subsidized properties and managing a large number of properties for various organizations. Marcia comes to Alliance from Cambridge Housing Authority, where she was the Director of Leased Housing. In 2008 she also began an affordable housing compliance consulting business in Manchester, while also being employed full-time at New Hampshire Housing Finance Authority as an Asset Manager.

Marcia brings her diverse set of skills and experience to Alliance to work on the Antrim and Abenaki portfolios.
